HTML stands for Hypertext Markup Language. The latest version is HTML-5. Different versions run on different Operating systems such as Windows XP, Windows 7 ,etc. The older browsers run older versions of HTML. That is why some things operate differently on different versions of say Internet Explorer.
HTML websites are static and must be manually changed with hard code. In order to create a HTML based site you need to know code such as HTML, CSS and Java script. There are Content mange systems that can do some of the coding for you, but a good one such as Adobe Dream Weaver can be expensive. If you have an intimate knowledge of coding you can use any text editor such as notepad. Large hard coded HTML based sites takes can take a team of coders weeks to design. However if you have a small site, such as a one page personal site without a lot of changes, it may be the best solution for you
